From a helpful reader :
Campground is now operated by some outfit called California Land Management Services (www.clm-services.com) and the use of the springs is no longer free. $5.00 per person for 1 day. Camping is now $14/day w/o electric and $17/day w/electric. Phone is now 1-760-852-4481.
Obviously the days are gone when you could pull in at 3AM for a soak and then continue on to Death Valley.
